black plastic on tool has become sticky

Question:

The black plastic on my Kawasaki circular saw has become stcky to the touch and the black comes off on my hands. I have to scrub my hands with spirits to clean them. The saw is stored with my other tools in my garage but is the only tool that has become sticky. What is this and how do I cure it?

Answer:

Via my email you were advised to use denatured alcohol and then a little talcum type powder.  You replied that the alcohol helped but don't forget the powder.
