I recently purchased a Hot Rod Tool Kit#640695. One of the items was a brass coupler with a clear plastic chamber around it. What is it for?

Hello Dale,
That unit is an in-line oiler which lubricates those air tools attached to the air hose while in a running mode. This lubrication coats the interior with atomized oil to stop any rust formation ax well as lubes the bearing.
